Civic Center Wastewater Treatment Facility

Project Overview
The Malibu Civic Center Wastewater Treatment Facility (CCWTF) Project (Project) includes development of a centralized wastewater treatment facility in the Malibu Civic Center area that will treat, reuse, and/or dispose of wastewater flows from properties in the Civic Center. 
The Project is in response to regulatory actions taken by the Los Angeles Regional Water Quality Control Board and the State Water Resources Control Board to prohibit discharges from onsite wastewater discharge systems (OWDS) in the Civic Center area, and to ban new OWDS, based on a phased schedule.

Traffic Updates
Lane closures required for construction safety will be posted here regularly to advise motorists, cyclists, and pedestrians of potential traffic impacts that may affect their commute through the project area.

Civic Center Way - May-September 2017
Pipeline work will be conducted along Civic Center Way, between Webb Way and Cross Creek Rd, from May through September 2017. When lane closures are required, traffic will be diverted onto the center meridian lane, so two-way traffic will be maintained throughout construction. Motorists should proceed carefully through the construction zone and follow direction from traffic control when provided.

Cross Creek Rd - March 20 - Mid-May 2017
From Monday, March 20 until the mid-May, all of Cross Creek Rd. will be reduced to one southbound lane from 7:00 AM to 4:00 PM, Monday through Friday, with flaggers directing traffic. There will be no access from PCH onto northbound Cross Creek Rd during work hours. Detours will allow motorists to access Cross Creek Rd. and the shopping centers from Webb Way/Civic Center Way. Detour signs will be posted. Cross Creek Rd will be open in both directions on evenings and weekends.

Construction Update
Construction is well under way on Malibu's Civic Center Wastewater Treatment Facility. Work started in August 2016 on the concrete structures of the main treatment plant, and will continue for the next several months. Work is underway on the pipeline network and pump stations. 

The construction work will have some impact on local traffic, and the City is working closely with the contractor to minimize the impact wherever possible. The City will continue to send out traffic alerts and post construction traffic updates on this page. Project Financing
At its Regular meeting on January 25, 2016, the City Council formed Assessment District 2015-1 (Civic Center Wastewater Treatment Facility – Phase 1), following ballot approval by a majority of the impacted property owners in the Civic Center. The Council also adopted Resolution No. 16-07 approving the Assessment Engineer’s Report, in which the individual parcel assessments are determined.
